Abstract:
Provided are a downlink data transmission method, a base station and a terminal. The method comprises: when receiving downlink service data sent by a core network to a terminal in a light-connection state, according to an identifier of the terminal in the light-connection state, a base station generating a triggering message; and according to the triggering message, controlling the terminal in the light-connection state to be restored to a connection state. Furthermore, the downlink service data can be sent to a terminal which has been restored to the connection state.
