Provided are a downlink data transmission method and a downlink data receiving method of Internet of Things. The downlink data transmission method comprises the following steps: configuring a periodic downlink scheduling cycle at a network side, and notifying a user terminal of the configured downlink scheduling cycle, wherein the downlink scheduling cycle comprises: a scheduling indication resource block of a specific length and a data signal resource block of a specific length; and using the scheduling indication resource block of the scheduling cycle to transmit at least one sequence, and using the data signal resource block to transmit at least one piece of narrowband physical downlink data channel (NPDSCH) data corresponding to the at least one sequence; wherein each sequence has a sequence ID associated with the user terminal. In embodiments of the present invention, user equipment is not required to perform complex traditional operations such as channel estimation, soft information calculation, and combination to detect an NPDCCH; therefore, the invention has advantages of low complexity and low power consumption.
