A drive circuit (100) of a display panel, a display panel (1000) and a display device (10000). The drive circuit (100) comprises: at least one electric potential storage unit (200) and at least one column of pixel drive units. The electric potential storage unit (200) is provided corresponding to a column of pixel units (11, 12…N1), and is configured to output a first electric potential signal and store same to a first electric potential output end (Q1) according to a voltage of an external preset power supply (VDD), and at the same time output a second electric potential signal and store same to a second electric potential output end (Q2). Each column of the pixel drive units comprises one or more pixel drive units (D11, D12…DN1), each pixel drive unit (D11, D12…DN1) performing drive control of the corresponding pixel units (11, 21…N1) according to a controlling signal of a controlling signal line, the first electric potential signal and the second electric potential signal, so that the light emitting control of the display panel can be achieved without inputting complex data voltage pulses, effectively solving the problem of high power consumption of the drive circuit caused by outputting complex data voltage pulses, greatly reducing the power consumption of the whole display panel.
