From the time-series data of eyelid opening degrees, a maximum and a minimum in an interval where the eye closure duration of an extracted eyeblink is at least a predetermined time period (for example 1 second) are obtained. In the case that there are a plurality of minima in the interval where the eye closure duration is at least 1 second, a variable eye closure threshold value is provided by sliding the value from the obtained maximum toward the minimum by a predetermined step. With respect to each of the variable eye closure threshold values, eyeblinks which reciprocate the variable eye closure threshold value are extracted, and an inter-eyeblink interval is obtained. If the obtained inter-eyeblink interval is 1 second or shorter and, for example, 0.2 seconds or longer, it is judged that the eyeblink burst occurs, and the eyeblink burst is detected. The eyeblink burst can be accurately detected, and the drowsiness state can be accurately assessed.
