The present invention makes it possible to certify not only dispensation-complete information, but also information indicating a post-dispensation state. Dispensation-complete information indicating a fact of having dispensed a drug to a subject is acquired, and the acquired dispensation-complete information is stored in association with unique identification information of the subject. Also, post-dispensation information indicating a post-dispensation state of the subject is acquired from a user terminal, and the acquired post-dispensation information is stored in association with the dispensation-complete information. Then, dispensation-certifying information is created on the basis of the stored dispensation-complete information and post-dispensation information, and a process of filing of the created dispensation-certifying information from the subject to the business operator is controlled.
