The present application provides a dual-mode phase shifting device and an antenna. The device comprises: a coupling substrate, a coupling microstrip being provided on the coupling substrate; and a microstrip bottom plate, a first microstrip and a second microstrip being provided on the microstrip bottom plate. The coupling substrate is provided on the microstrip bottom plate. An insulating medium is provided between the coupling substrate and the microstrip bottom plate. A first working mode and a second working mode can be switched by means of relative sliding between the coupling substrate and the microstrip bottom plate. The first working mode is that: the first microstrip is coupled to the coupling microstrip, and the second microstrip is coupled to the coupling microstrip; and the second working mode is that: the first microstrip is coupled to the coupling microstrip, and the second microstrip is disconnected from the coupling microstrip. In embodiments of the present invention, free switching between the two working modes can be implemented by means of the relative sliding between the coupling substrate and the microstrip bottom plate, and the connection/disconnection between the first microstrip and the second microstrip can be controlled, thereby adjusting the number of output ports.
