An electrical dust collecting apparatus is provided with an electrostatically charging means for electrostatically charging dusts positively or negatively at a charging section, and a dust collecting section composed of a dust collecting electrode and a high voltage electrode. The dust collecting electrode is grounded and formed of a conductive resin material (volume resistivity: 108-1012Ωcm). As a result, a spark between the dust collecting electrode and a high voltage electrode is suppressed and dust collecting performance of an air cleaner is maintained.
