Abstract:
Disclosed is an dynamic image encoding device provided with a group determination unit which determines a group to which each block belongs, from a plurality of groups; a group decoding time information calculation unit which calculates decoding time for each group; a group information addition unit which adds output data with group information indicating a group to which each block belongs; a code amount control unit which, when the data necessary for decoding all blocks contained in a group is transmitted to a dynamic image decoding device at a predetermined transmission rate, controls an amount of codes of each block contained in the group so that the amount of codes reaches a stream reception buffer of the dynamic image decoding device until the decoding time of the group; and an encoding processing unit which encodes each block on the basis of the control information of the code amount.
