An eccentric tensioning wheel and a diesel engine cooling system. The eccentric tensioning wheel comprises an inner wheel (1), and an outer wheel (3) rotatably connected to a peripheral side of the inner wheel (1) by means of a bearing (2). The inner wheel (1) is eccentrically and rotatably connected to a fixed base; a first shaft rod (4) is eccentrically and rotatably connected to the inner wheel (1); one end of the first shaft rod (4) is fixedly connected to the fixed base, and further comprises a one-way speed reduction mechanism (9); the one-way speed reduction mechanism (9) is configured to drive the outer wheel (3) to decelerate relative to the inner wheel (1) when the outer wheel (3) rotates in one of rotation directions relative to the inner wheel (1). A tension degree of the outer wheel (3) to a belt (11.3) can be adjusted by rotating the inner wheel (1) relative to the fixed base, and the belt (11.3) can be tensioned at any degree. Moreover, the eccentric tensioning wheel having the one-way speed reduction mechanism (9) can be applied to a wheel train needing to be braked during rotation in a reverse direction.
