The purpose of the present invention is to provide an edge device, a control method, and a program, with which the effects of Loop generation from an NW business operator can be minimized while securing connection normality with a device of an NW user. An edge device according to the present invention is characterized in that the edge device, upon confirming that an access port has been connected to an external device while the access port is physically disengaged and the DF state is not defined, physically closes the access port; informs another edge device having an EVPN MH configuration that the own device is in a state in which the own device can be a DF; makes an EVPN function unit calculate which DF state the own device is to be in; physically opens the access port if the calculation result is DF; and physically closes the access port if the calculation result is BDF.
