An EGR system and an exhaust heat exchanger system comprising a heat exchanger (3, 30) for cooling exhaust by exchanging heat between exhaust from an internal combustion engine (1) and cooling water, wherein the heat exchanger (3, 30) has a cooling water channel (36) in which cooling water flows, a cooling water inlet (37) from which cooling water flows into the cooling water channel (36), and a first cooling water outlet (38) and a second cooling water outlet (39) from which cooling water flows out from the cooling water channel (36). The first cooling water outlet (38) is disposed further downstream, in the flow direction of the exhaust, than the second cooling water outlet (39), and is further provided with a three-way valve (51) for switching between a first cooling water circuit, whereby cooling water flowing in from the cooling water inlet (37) flows from the first cooling water outlet (38), and a second cooling water circuit, whereby cooling water flowing in from the cooling water inlet (37) flows from the second cooling water outlet (39).
