Disclosed are an electret self-power generating device and smart shoes. The electret self-power generating device comprises: an elastic base carrier (1) with a cavity (8) being provided therein, a rigid carrier (7) arranged opposite the elastic base carrier, an electret thin film (4) fixedly arranged between the elastic base carrier and the rigid carrier, a lower electrode (2) arranged on the elastic base carrier and opposite one surface of the electret thin film, and an upper electrode (6) arranged on the rigid carrier and opposite another surface of the electret thin film, wherein under the action of an external force, the elastic base carrier deforms and squeezes the cavity to enable same to be correspondingly deformed, so that the electric field between the upper electrode and the electret thin film and the electric field between the lower electrode and the electret thin film change, thus converting mechanical energy into power energy. The self-power generating device and the smart shoes are capable of fully using the mechanical energy generated by the human body during the process of walking or running, and converting same into power energy so as to solve the problem of power supplying. The conversion efficiency from a voltage, an electric current and kinetic energy into the power energy is greatly improved, thereby facilitating the use of a portable smart device.
