The present invention is provided with: a motor-housing-side ring-shaped groove section (35), which is formed on the outer peripheral surface of an end surface section (15) of a metal motor housing (11) on the opposite side from an output part of a rotating shaft (23) of an electric motor section (8), and which comprises a ring-shaped groove that recedes inward in the radial direction orthogonal to the axial line of the motor housing (11); and a metal-cover-side ring-shaped leading end section (37), which is formed on an opening end of a metal cover (12) that covers an electronic control section (9) that controls the electric motor section (8), and which faces the ring-shaped groove of the motor-housing-side ring-shaped groove section (35) from the outer side. In a state in which the metal-cover-side ring-shaped tip section (37) is disposed so as to face the motor-housing-side ring-shaped groove section (35), a space between the motor-housing-side ring-shaped groove section (35) and the metal-cover-side ring-shaped tip section (37) is filled with a liquid sealant (41) and, on the inner peripheral surface of the metal-cover-side ring-shaped tip section (37), a ring-shaped inclined surface (37IN) is formed that is inclined so as to widen to the outer side in the radial direction of the metal cover (12).
