An electro-hydraulic valve actuator of the present invention comprises: a network control unit for remote transmission and reception of an operation condition and an operation signal of the actuator; a failure diagnosis unit for determining whether water hammer occurs, according to state data such as pressure, when the actuator is operated; and a hydraulic pump control unit for controlling an operation of the actuator according to the result of failure determination. In addition, a system of the present invention is configured to: when the actuator is operated to open a valve, automatically detect pressure, current, torque, and the like required for the operation of the valve, so as to check the occurrence condition of water hammer in a pipe; perform stepwise control of the operation of the actuator by means of a proportional control method, so as to prevent the valve, the pipe, and the like from being damaged due to water hammer; and have a function of diagnosing a failure of the actuator, so as to check the stepwise operation performance of the actuator. Accordingly, it is possible to prevent the actuator from breaking down due to water hammer and the like in a pipe during the operation thereof, and to significantly improve the stability of a pipe system through the storage of state data.
