An electrohydrodynamics-based microfluidic chip (1), the chip (1) comprising: at least one capillary (1-4), the capillary (1-4) having an inlet end and an outlet end; a chip body (1-6), the chip body (1-6) comprising at least one injection port (1-2), a micro flow channel (1-7) connected to the injection port (1-2), and a capillary (1-4) embedded channel connected to the micro flow channel (1-7), wherein the capillary (1-4) embedded channel has an outlet end, and the length of the capillary (1-4) is greater than the length of the capillary (1-4) embedded channel; upper electrodes (1-1), which are located on the chip body (1-6) and are close to the capillary (1-4); and lower electrodes (1-5), which have insulating supports, the lower electrodes (1-5) being located below the outlet of the capillary (1-4). An electrohydrodynamics-based micro sample application device and method, the device comprising: the microfluidic chip (1), which has at least two injection ports (1-2-1, 1-2-2), and is provided with two opposite optical fiber channels (1-3); a laser transmitter (2); a laser detector (3); two optical fibers; a relay (5); a high-voltage DC power supply (6); a data acquisition card (4); a mobile platform (8); and a computer (7).
