To obtain an electromagnetic actuator that improves the thrust of a movable element. An electromagnetic actuator (100) characterized in comprising: a stator (1) having a first surface at one axial-direction end and a second surface at the other end, and comprising a soft magnetic body in which a cylindrical space is formed in the axial direction; and a moveable element (3) that is placed inside the cylindrical space, and moves along the axial direction, the stator (1) having a coil (2) that is provided inside the stator (1) and excites the stator (1), a core part (11) that is placed between the coil (2) and the moveable element (3) and that extends from the first surface side towards the second surface side, and a projecting part (12) that is placed between the coil (2) and the moveable element (3) and that projects from the second surface side towards the first surface side, and the moveable element (3) being configured by a moveable element core (31) comprising a soft magnetic body and a permanent magnet (32), where the inner diameter side and/or the outline side of the permanent magnet (32) is covered by the moveable element core (31).
