An electronic cash offline payment method and system, the method comprising: an electronic cash application performing authentication of a payment terminal (10); determining whether the available monetary amount in an account corresponding to the electronic cash application is a balance of a preset amount or whether the preset amount must be restored (12), the preset amount being an available amount preset for the account for a period of time, the period of time being a consumption period; upon determining that the preset amount must be restored, resetting the available monetary amount in the account (14); upon determining that the available monetary amount in the account is a balance of the preset amount, or after resetting the available monetary amount in the account, executing the rest of the payment process (16); after successful payment, recording the present payment by the present account number, to facilitate generation of a payment record for the account number (18).
