An electronic governor (100), comprising: a circuit board (101); a controller (103) installed on the circuit board (101); and an operating switch (105) installed on the circuit board (101), wherein the operating switch (105) is electrically connected to the controller (103) via the circuit board (101) and inputs a coded signal to the controller (103) by means of operating the operating switch (105), so as to perform encoding setting on the electronic governor (100). The electronic governor (100) can be quickly encoded by means of the operating switch (105) without the need for a PC terminal. Therefore, it is relatively convenient to address the electronic governor (100). In addition, when it is necessary to use a plurality of electronic governors (100), the structures of the plurality of electronic governors (100) may be completely the same, and it is not necessary to separately design each electronic governor due to different codes; different ID numbers can be addressed only by means of the operating switch after installation; therefore, the manufacturing cost thereof is relatively low. Further provided is a power kit using the electronic governor and a pan-tilt using the power kit.
