This invention is provided with: an installation area (1BTA) formed at a portion on a terminal block (1BTB) where the input terminal (1BT) is not present; infrared transmission elements (6) and infrared reception elements (7) disposed in a lateral parallel arrangement at a distance from each other in the installation area (1BTA); and a reflecting member (9) for reflecting infrared light transmitted from the infrared transmission elements (6) and causing the infrared light to be input to the infrared reception elements (7) in a state in which the terminal cover (2) is closed, the reflecting member (9) being installed on the reverse surface of the terminal cover (2) so as to face the infrared transmission elements (6) and the infrared reception elements (7). A CPU determines whether or not the terminal cover (2) is closed on the basis of the input state of the infrared light; that is, the infrared light is input when the infrared transmission elements (6), the infrared reception elements (7), and the reflecting member (9) are covered by the terminal cover (2), and the terminal cover (2) is closed; and the infrared light is not input when the terminal cover (2) is open or detached. Detection of whether the cover is open or closed is thereby made more reliable.
