The present invention relates to an electrophotographic photoreceptor that excels in durability and with which it is possible to suppress the occurrence of image abnormality even when repeatedly used a number of times, and an image forming apparatus using same. The electrophotographic photoreceptor is provided with a cylindrical substrate and a surface layer located on the outer surface of the cylindrical substrate. At least a middle substrate portion in the axial direction of the cylinder of the outer surface of the cylindrical substrate is a rough surface, and the surface roughness of the outer surface of the surface layer is larger on the middle portion in the axial direction of the cylinder than on at least one of two ends of the surface layer in the axial direction. The image forming apparatus of the present invention is provided with the electrophotographic photoreceptor and a peripheral member that is touchable on the surface of the electrophotographic photoreceptor.
