Disclosed is an element for outputting a laser beam, with which a fiber laser apparatus that can output a laser beam having a desired output shape can be provided. A method for manufacturing the element and the fiber laser apparatus using the element are also disclosed. The element for outputting a laser beam includes a glass rod (100) having the input end (151) and the output end (152) formed thereon, and the glass rod (100) has the core (110) formed along the center axis, and the clad (120), with which the core (110) is covered. The refractive index of the core (110) on the side of the input end (151) is higher than the refractive index of the clad (120), and the value obtained by subtracting the refractive index of the clad (120) from the refractive index of the core (110) on the side of the output end (152) is smaller than the value obtained by subtracting the refractive index of the clad (120) from the refractive index of the core (110) on the side of the input end (151).
