Abstract:
There is provided a device including: a demultiplexing unit (1100) for dividing an encoded stream into a basic encoded signal B having smaller encoding amount than the encoded stream and a plurality of extension encoded signals E(m) for restoring an image by using the basic encoded signal B, according to a coefficient position; and a multiplexing unit (1600) for combining and multiplexing the basic encoded signal B with the plurality of extension encoded signals E(m) in an arbitrary way and generating a plurality of transmission encoded signals St(l). By generating and outputting an independent separated stream St(l), it is possible to perform transmission path selection according to the network state and realize a scalable transmission of video.
