Abstract:
There are included an adaptive filter (100) for acting on a reference image obtained by encoding and reconstructing an input image; and a predicted image generating unit (16a) for generating a first predicted image. The predicted image generating unit (16a) generates, together with a second filter that acts on the reference image, a second predicted image by performing a motion compensation referenced to an output image of the second filter. The adaptive filter (100) divides the first predicted image into a plurality of areas, and sets the filter factor of the second filter such that the difference between the input image and the first predicted image can be minimized for each of the areas.
