Abstract:
An encoding device (100) is provided with a circuit and a memory connected to the circuit, wherein the circuit in operation toggles between whether or not, depending on whether a multilayer encoding scheme is used for encoding one or more pictures, to encode a first flag indicating whether the use of one or more interlayer reference pictures for interlayer prediction is permitted.
