With regard to the absolute values of the values of samples in a frequency domain, a normalized gain calculating unit (113) counts the number of samples in the string of samples in the frequency domain that belong to each of a plurality of ranges each having a given width and not overlapping with one another, and finds a gain having a value that is greater than or equal to twice the boundary value between two adjacent ranges for which the difference between the numbers of samples that belong to each of two adjacent ranges is the greatest. A quantization unit (17) obtains an integer value of a quotient value that is found by dividing the value of each sample in the string of samples in the frequency domain by the gain. An encoding unit (19) encodes the integer value(s) through variable-length encoding and obtains a variable-length code having a number of bits less than or equal to a predetermined number. An error calculating unit (18) calculates a string of error values each obtained by subtracting the integer value from the quotient value. An error encoding unit (110) encodes the string of error values and obtains an error code by using the remaining bits.
