Abstract:
In an EMS (100), a charge/discharge allocation restrictions setting unit (104) sets charge/discharge allocation restrictions which are restrictions pertaining to the allocation of a charger/discharger (CH) to an electric vehicle (EV), on the basis of: vehicle information, which is information pertaining to the specifications for the electric vehicle (EV); vehicle schedule information, which is a usage schedule for the electric vehicle (EV); and charger/discharger information, which is information pertaining to the specifications of the charger/discharger (CH). An allocation change cost settings unit (106) sets a definition formula for allocation change costs incurred when the charger/discharger (CH) allocation is changed for the electric vehicle (EV). A charge/discharge plan creation unit (108) creates a charge/discharge plan for the electric vehicle (EV) using the charger/discharger (CH), on the basis of the charge/discharge allocation restrictions, the allocation change cost definition formula, and the power costs for charging/discharging the electric vehicle (EV).
