An energy storage and power generation vehicle wheel, energy storage and power generation automobile and energy storage and power generation method. The energy storage and power generation vehicle wheel comprises: a hub (101), a flywheel (102), a clutch (103), a generator coil (104) and a generator magnet (105). The generator coil (104) is connected to the hub (101), and the generator magnet (105) is connected to the flywheel (102). A driving part (1031) of the clutch (103) is connected to the hub (101), and a driven part (1032) of the clutch (103) is connected to the flywheel (102). The clutch (103) engages the driving part (1031) to the driven part (1032) when a brake of an automobile is applied, transmitting the kinetic energy of the hub (101) to the flywheel (102), such that the flywheel (102) and the hub (101) have different rotation speeds. A relative motion occurs between the generator magnet (105) and the generator coil (104), and the generator coil (104) generates electric energy and outputs the generated electric energy to a battery of the automobile. The structure can increase the endurance mileage of an electric automobile.
