An energy storage power supply and a rail vehicle provided with the energy storage power supply, which are capable of reducing the maintenance time of the energy storage power supply and ensuring the personal safety of a maintainer. The energy storage power supply comprises a power box (1), first trays (21) and a plurality of supercapacitor modules (22). A push-pull rail is provided in the power box (1); the first trays (21) are connected to the push-pull rail in a sliding manner; at least one supercapacitor module (22) is fixedly connected to each tray (21) to form a module tray assembly, and an opening through which the module tray assembly is pulled out is formed in a side surface of the power box (1); horizontally adjacent supercapacitor modules (22) are electrically connected to one another by means of copper bars (4), longitudinally adjacent supercapacitor modules (22) are electrically connected to one another by means of knife switches (5), such that all supercapacitor modules (22) in the power box (1) form a closed series circuit.
