An enforcement system of the present invention comprises: an image recognition unit for receiving, from an external image management system, images from CCTVs of a first group including one or more CCTVs, detecting one or more license plate candidate areas by recognizing a first number included in the images in response to a first recognition request, and recognizing the entire number in the license plate candidate areas in response to a second recognition request; an enforcement management unit providing the first request to the image recognition unit so as to receive information related to the detected license plate candidate areas, controlling the CCTVs such that the CCTVs take pictures of the center of a license plate on the basis of the received information, and providing coordinate information and/or zoom information such that the size of the taken license plate can be adjusted; and a PTZ control unit for receiving the coordinate information and/or the zoom information from the enforcement management unit, and generating PTZ control information for controlling a PTZ of the one or more CCTVs on the basis of the received information.
