The present invention relates to an engine output adjusting system and a ship comprising same, and an engine output adjusting system of the present invention comprises an engine output limitation device for limiting a fuel injection amount of a fuel pump supplying fuel to an engine, and has a first rotation limitation unit and a second rotation limitation unit provided in a remotely movable fuel limitation unit, the first rotation limitation unit positioned to match a stopper in a limited power mode to permit limited engine output according to a set regulation, and the second rotation limitation unit positioned to match the stopper in a reserve power mode to permit the maximum engine output of the engine, so that the engine output adjusting system switches to the reserve power mode in an emergency situation during an operation of the ship to cope with the emergency situation of the ship through the release of an engine output limitation, and, if the system must return to an original state during the release of an emergency situation, the reserve power mode is switched to the limited power mode so that the ship can be operated through the engine output limitation, and thus the ship can be safely operated under any circumstance.
