Provided is an ESD protection device having high reliability of insulation, and good discharge characteristics. The ESD protection device is equipped with a first and a second discharge electrode disposed in opposition to one another, a discharge auxiliary electrode (18) formed to span between the first and second discharge electrodes, and an insulating substrate (12) retaining the first and second discharge electrodes and the discharge auxiliary electrode (18); wherein the discharge auxiliary electrode (18) is constituted by an aggregate of a plurality of metal particles (24) having a core-shell structure comprising a core portion (22) in which the principal component is a first metal, and a shell portion (23) in which the principal component is a metal oxide including a second metal. The metal particles (24) are substantially completely covered by the shell portion (23) in which the principal component is a metal oxide, allowing greater reliability of insulation during discharge. The plurality of metal particles (24) are preferably bonded to one another by a glass-containing substance (27).
