An exhaust emission control device of an internal combustion engine, wherein, when the internal combustion engine is started (S10, S12, S14), an exhaust emission flow is suppressed (by increasing an exhaust emission pressure) (S18), secondary air is supplied (S20), and a combustion air/fuel ratio (A/F) is set within a rich air/fuel ratio (S16, S22).
