Provided are an external agent for hair restoration/hair growth and a therapeutic agent for alopecia that are highly safe and have excellent hair restoration/hair growth effects. This external agent for hair restoration/hair growth or therapeutic agent for alopecia contains a koji mold fermentate that has been fermented by koji mold or an extract of the koji mold fermentate.
