Provided are a failure monitoring device and a failure monitoring method for reducing maintenance operation of an SIP server at the time of a failure. The failure monitoring device 10 is provided with: a monitoring unit 11 which transmits a monitoring signal to an SIP server 2 from the outside of the SIP server 2, and senses a failure of the SIP server 2 on the basis of the presence or absence of a response from the SIP server 2 or response content; and a control unit 12 which, when a failure has been sensed by the monitoring unit 11, prevents a connection request to a failure SIP server 2_1 in which the failure has been sensed by the monitoring unit 11, in coordination with a DNS server 1.
