Provided are: a fiber-body cutting device that cuts a fiber bundle, into which a plurality of fibers are bundled, in a direction perpendicular to the long direction of the fiber bundle, said fiber-body cutting device being capable of preventing cutting problems at the cutting plane; and a hollow-fiber-bundle manufacturing device. A cutting device (300) provided with the following: a first holding member (321) that holds a fiber bundle (Bf) around the circumference thereof; a second holding member (322) that holds the fiber bundle (Bf), around the circumference thereof, at a point near the first holding member (321) but at a separation therefrom in a long direction (W); and a rotating blade (331) that cuts the fiber bundle (Bf) between the first holding member (321) and the second holding member (322). A first holding pressure with which the first holding member (321) holds the fiber bundle (Bf) is greater than a second holding pressure with which the second holding member (322) holds the fiber bundle (Bf). A first holding surface area with which the first holding member (321) holds the fiber bundle (Bf) is larger than a second holding surface area with which the second holding member (322) holds the fiber bundle (Bf).
