With respect to filling valve (1) without vent tube, it is intended to enhance the gas substitution ratio before filling initiation. Filling liquid channel (4) communicating with filling liquid supply pipe (8) is provided inside valve housing (2). Operating rod (12) is inserted in a fashion capable of up-and-down movement in the filling liquid channel (4), and the up-and-down movement thereof is actuated by air cylinder (18). Valve plug (14) is provided at the inferior end of the operating rod (12), and the valve plug (14) in cooperation with valve seat (16) disposed on an internal surface at an inferior end part of the filling liquid channel (4) constitutes liquid valve (10). Channel for substitution (80) is provided in the interior of the operating rod (12) in a fashion passing through the valve plug (14) to thereby enable supply of a gas for substitution. Bottle mouth packing unit (40) is fitted in a fashion capable of up-and-down movement to the outer circumference of the valve housing (2). Feeding of substitution gas into a container is carried out while pressing the bottle mouth packing (42 or 44) disposed in the unit (40) against the mouth portion of the container so as to hermetically seal the container.
