A film mirror (10) having a resin base (1) and a silver reflective layer (3) is configured such that the light incident-side outermost surface is provided with a hard coat layer (8) that is formed by applying a hard coating liquid which is obtained by adding a silane coupling agent having a fluorine bonded group and a terminal alkoxysilyl group to a liquid that contains a silicon-based hard coating material.
