A filter manufacturing machine comprises: an advance path (7) for continuously advancing a sheet material which contains filter fibers and having a first plasticizer addition unit (9) provided therein; a forming device (3) connected to the end of the advance path (7) and forming the sheet material (6) into a hollow rod-shaped continuous filter body (11), the forming device (3) comprising a tubular forming path which forms the sheet material (6) into the continuous filter body (11), a heating processing section which heats the sheet material in the process in which the sheet material is passed through the tubular forming path, and a second plasticizer addition unit (14) which is disposed near the inlet of the tubular forming path and which radially ejects a second plasticizer from the axis of the tubular forming path; and a wrapping device (4) for receiving the continuous filter body (11), which is delivered from the forming device (3), and wrapping with a wrapping material the continuous filter body to form a filter rod (19).
