This filter (12) is characterized by being formed in a cylindrical shape with a laminate (12S) that includes a membrane filter (12b), an activated carbon filter (12c), and a pre-filter (12a). This filter (12) is used in an environment in which electrical power cannot be provided by a power company in, for example, a disaster area and the like, and is incorporated into a water purifying device that generates a large amount of potable clean water.
