Disclosed is a film or sheet formed of a resin composition comprising polylactic acid (A), an acidic functional group-modified olefin-based polymer (B) containing an acidic functional group and having an acidity of 10-70mg KOH/g and a weight-average molecular weight of 10,000-80,000, a tetrafluoroethylene-based polymer (C), and an aromatic phosphate-based flame retardant (D) that contains a compound represented by general formula (I), wherein the content of the aromatic phosphate-based flame retardant (D) is 15-55 parts by weight per 100 parts by weight of the polylactic acid (A); also disclosed is a method for producing said film or sheet by a melt film formation method. In general formula (I), each symbol is as defined in the description.
