Abstract:
Provided are: a flat-cable insulating film which exhibits favorable drawability from a conductor in a resin layer, without containing a polyvinyl-chloride resin; and a flat cable. An insulating film (10) is equipped with a support layer (10) and a resin layer (30). The resin layer (30) contains a polyolefin resin. The coefficient of kinetic friction of the surface of the resin layer (30) is 0.5 to 1.0, inclusive, when measured in compliance with JIS K 7125.
