A floating rotation structure, a personal nursing device, and a massager. The floating rotation structure comprises a first hinge (500) having a penetrating first matching groove (510); a second hinge (600) having a matching portion (610) on the top, a limiting structure (220) which is used for preventing a relative rotation, and is separated in a central axis direction of the first matching groove (510) being provided between the first matching groove (510) and the matching portion (610); a penetrating first central hole being provided in the matching portion (610); and an elastic member (800) inserted in the first matching groove (510) and the first central hole of the second hinge (600), both ends of the elastic member (800) abutting against two external components respectively connected to the first hinge (500) and the second hinge (600), respectively. In the structure, when an external force is applied, the limiting structure is separated, and the elastic member is compressed so that the first hinge (500) drives an external component to rotate at 360º; when the external is decreased, the elastic member moves upward by means of elastic recovery, thereby achieving horizontal floating.
