Disclosed is a fluid separating device, comprising: a shaft body (100), a plurality of packers (200) arranged around the shaft body (100), and elastic restoring members (300) connected between the shaft body (100) and the packers (200), wherein an accommodation space (401) is formed between the packers (200) and an outer peripheral face of the shaft body (100), and each packer (200) is provided with a first through hole (201) for communicating the accommodation space (401) with the outside; and the packers (200) can be selectively used to radially and inwardly contract under the action of an external force to reduce the volume of the accommodation space (401), or to radially and outwardly expand under the action of the elastic restoring members (300) to increase the volume of the accommodation space (401). Further disclosed is a wellbore structure having said fluid separating device. By means of the fluid separating device and the wellbore structure, the situation where the packers cannot be retracted radially and inwardly is avoided, and accordingly, the situation where the fluid separating device is stuck in a wellbore is avoided.
