The purpose of the present invention is to provide a fluorescent light source apparatus that enables high light emission efficiency to be stably obtained, and a method for manufacturing the fluorescent light source apparatus. A fluorescent light source apparatus according to the present invention is characterized by being provided with a fluorescent plate which has a fluorescent light emitting layer made of a polycrystal body and which has a periodic structure formed on the excitation light incident side of the fluorescent light emitting layer, wherein the fluorescent plate has: a heat diffusion layer which has a heat conductivity higher than that of the fluorescent light emitting layer and which is provided by being directly joined to the surface of the excitation light incident side of the fluorescent light emitting layer; and a highly heat-conductive layer which is provided to the rear surface on a side opposite of the excitation light incident side of the fluorescent light emitting layer, the highly heat-conductive layer comprises a light reflection layer and a joined layer made of metal, and the fluorescent plate is provided so as to cover a part of the surface of a heat radiation substrate arranged on the highly heat-conductive layer side.
