A fluorescent wheel comprises: a substrate (11) which has a first main surface and a second main surface which face opposite directions; a fluorescent layer (12) which is provided to the first main surface; and a heat dissipation member (30) which is disposed so as to face the second main surface, which rotates together with the substrate (11), and which comprises a plate. The heat dissipation member (30) has a projecting part (34) which is provided in the center part of the heat dissipation member (30) in a manner projecting toward the second main surface, and which has a contact surface that contacts the second main surface, and a plurality of fins which are formed by cutting and bending up a plurality of regions (32) in a peripheral region excluding the center part. The projecting part (34) ensures a fixed space between the substrate (11) and the heat dissipation member (30), and conducts the heat of the substrate (11) to the peripheral region of the heat dissipation member (30). Formed in each of the plurality of regions (32) are two fins (31A, 31B) among the plurality of fins. The two fins (31A, 31B) are formed at the sides of a respective region (32) that are opposite from each other along the rotation direction of the heat dissipation member (30).
