Provided are a fluorine-containing ether composition that exhibits an excellent storage stability and that can form a surface layer capable of providing a substrate surface with an excellent oil repellency and water repellency while also exhibiting an excellent durability, e.g., wear resistance, by the oil repellency and water repellency; a coating liquid that contains the fluorine-containing ether composition; an article having a surface layer formed using the fluorine-containing ether composition or the coating liquid; and a method for producing the same. The fluorine-containing ether composition contains: a fluorine-containing ether compound having a poly(oxyfluoroalkylene) chain and a group in which a hydrolyzable group and/or hydroxy group is bonded to a silicon atom; and a silane compound that contains no fluorine atom while having a group in which a hydrolyzable group and/or hydroxyl group is bonded to a silicon atom and also having at least one reactive group selected from the group consisting of an epoxy group, acryloxy group, mercapto group, and thiourea group.
