Provided is a flux activating agent containing a halogen compound represented by general formula 1 (in the formula, X1 and X2 are different halogen atoms, R1 and R2 are groups that are respectively represented by general formula -OH,-O- R3, -O-Ｃ(=O)-R４ or -O-C(=O)-NH-R５, where R1 and R2 may be the same or different groups, R3, R4 and R5 are, respectively, C1-18 aromatic hydrocarbon groups, or C1-18 aliphatic hydrocarbon groups, and R3, R4 and R5 may be the same or different groups.).
