Provided are: a fouling inhibitor that is capable of effectively inhibiting the fouling of porous filtration membranes used for water purification membranes and the like, that is resistant to chemicals such as alkalis used when fouling occurs, and that is capable of maintaining an adequate effect even after being washed with a chemical; a filtration membrane provided with said inhibitor; and a method for producing said filtration membrane. This inhibitor comprises: (A) a copolymer that includes (a1) structural units of MPC and (a2) structural units of BMA, wherein the molar ratio of (a1) and (a2) (i.e., (a1)/(a2)) is 10/90 to 70/30, and the weight average molecular weight is 10,000 to 300,000; and (B) PVA, wherein the degree of saponification is 72 to 93 mol%, and the degree of polymerization is 300 to 1,000. The mass ratio of the (A) component and the (B) component (i.e., (A)/(B)) is 25/75 to 75/25.
