Abstract:
Provided are a fuel production device and a fuel production method, whereby it becomes possible to maintain even a fuel prepared using processing water in a stable state. A fuel production device S for producing a fuel composition from processing water and a fuel oil, the device being characterized by comprising a mixing means F for mixing the processing water with the fuel oil, a first heating means H1 for heating a mixture of the processing water and the fuel oil at 60 to 80°C, and a second heating means H2 for heating the mixture of the processing water and the fuel oil which has been heated with the first heating means H1.
