This invention is configured so that a carrier gas supplied from a carrier gas source is injected from a carrier gas injection nozzle. This invention is also configured so that fuel comprising a hydrocarbon-based liquid supplied from a fuel source is supplied to the tip of the carrier gas injection nozzle, whereby the fuel is atomized by the carrier gas injected from the carrier gas injection nozzle. The entrance of a reforming unit for breaking down the atomized fuel and reforming the atomized fuel into a reduction gas comprising hydrogen and/or an oxygen-containing hydrocarbon is provided so as to face the carrier gas injection nozzle and the fuel supply nozzle. A reduction gas supply nozzle for supplying the reduction gas discharged from the exit of the reforming unit is mounted on the exhaust pipe.
